Abstract: As a major agricultural province, in order to accelerate the construction of a modern agricultural industry system, Heilongjiang Province focuses on building an open and integrated innovative evolution system.In the context of innovation driven development, leveraging technology and finance to promote the transformation and upgrading of the agricultural industry in Heilongjiang Province plays a crucial role in further enhancing the high-quality development level of the agricultural industry.On the basis of describing the current development status of science and technology finance in Heilongjiang Province, this paper further explores the practical foundation of the agricultural industry in Heilongjiang Province, sorts out the existing problems, and proposes three countermeasures on this basis: first, apply science and technology finance to extend the industrial chain and enhance its added value; Secondly, utilizing technology finance to promote industrial scale effects and enhance agricultural competitiveness; Finally, solving financing problems through technology finance and supporting agricultural innovation and development.To keep up with the pace of national agricultural industry upgrading, relying on technology finance to carry technological innovation, and promoting high-quality development of agricultural economy in Heilongjiang Province through technological innovation.
