Abstract: Industrial prosperity is the focal point of rural revitalization strategy. Dairy industry is a big industry related to the national economy and people’s livelihood, a representative industry of food safety, a landmark industry of agricultural modernization and a strategic industry for the coordinated development of primary, secondary and tertiary industries. Welfare breeding of animal has the positive impact on genetic productivity, prevention and control of productive diseases and life span of dairy cows, and promotes the overall economic benefits and sustainable development of large-scale dairy farms. In order to grasp the level of animal welfare breeding in large-scale dairy farms scientifically, this study adopted a systematic research method combining the international general animal welfare production principles with the actual situation of domestic dairy farming, and elaborated the status quo and level of animal welfare breeding behavior in large-scale farms. The results showed that the welfare animal breeding situation of large-scale dairy farms was good, and the physiological welfare and environmental welfare were the key dimensions to improve the welfare breeding level. It was proposed to strengthen government supervision and support to create a good macro environment. The awareness of animal welfare should be improved and the decision-making of animal welfare farming should be optimized. It was necessary to build a public communication information platform and create a good market environment.
