Abstract: Cold chain logistics of dairy products is an important part of China’s consumer goods logistics. With the increasing status of dairy products consumption, its cold chain logistics also needs to be further developed. In this study, combined with the development status and existing problems of dairy cold chain logistics in China, Delphi method and fuzzy analytic hierarchy process（FAHP） were used to construct the index system of influencing factors for the development of dairy cold chain logistics in China. The factors influencing the development of dairy cold chain logistics in China were sorted. The results showed that The comprehensive evaluation scores of transportation product characteristic factors, transportation capacity factors, infrastructure factors, information technology factors, market factors and logistics main factors were 71.237, 55.753, 87.757, 82.044, 78.334, 73.670, respectively. Among them, infrastructure factors in the first criterion layer had the greatest influence on the development of dairy cold chain logistics in China, followed by information technology factors, market factors, logistics main operation factors, transport product characteristics and transport capacity factors. The construction of cold chain information platform in the second criterion layer had the greatest influence on the development of dairy cold chain logistics in China, followed by the construction of cold chain logistics center, the number of refrigerated transport vehicles, the application of advanced cold chain logistics technology, product loading characteristics, the competitiveness of cold chain dairy products market, the update of cold chain logistics facilities and equipment, product risk degree, road traffic level, the development of third-party cold chain logistics enterprises and so on. In view of this, we proposed policy recommendations such as strengthening the cold chain logistics infrastructure construction, improving the market competitiveness; establishing and perfect information network to realize the whole process control of dairy cold chain logistics; increasing capital input to improve technological innovation capacity; strengthening logistics personnel training, promoting the development of the third party logistics policy suggestions.
