Abstract
The grassland ecological compensation policy not only promotes the protection of grassland ecology, but also changes the herdsmen’s behavior of animal husbandry, thus affecting the change of animal production efficiency. Based on the follow-up survey data of herdsmen in Inner Mongolia, this paper used DEA-Tobit model to compare and analyze the influence mechanism of policy regulation and reward fund on the changes of herdsmen’s production efficiency. The results showed that under the policy regulation, herdsmen adaptive behavior was achieved proper management by adjusting the breeding scale, and then promoted production efficiency. The compensation had an incentive effect on herdsmen, prompting them to adapt to the production mode and promote the growth of production efficiency with modern farming concept and technology. According to the above conclusions, this paper discussed and put forward policies suggestions to improve the production efficiency of herdsmen from three aspects: dynamic adjustment of theoretical carrying capacity, establishment of scientific compensation mechanism and optimization of training mode.
