Abstract: As an important planting and animal husbandry production base, Shuangcheng District, Harbin City, Heilongjiang Province has superior natural endowment resources．In recent years, due to excessive emphasis on economic benefits of agricultural production, ecology and society coordinated development have not received proper attention, resulting in ecological environment destruction affecting agriculture sustainable development in Shuangcheng District．Under background of nation vigorously advocating recirculating plantation-stockbreeding agriculture development, development model of recirculating planting combined with stockbreeding agriculture provided a new idea for Shuangcheng District to explore regional agricultural development．Current situation and problems of recirculating planting combined with stockbreeding agriculture development in Shuangcheng District were analyzed in detail and suggestions and countermeasures were put forward by using of literature review and investigation．It provided a reference for Shuangcheng District to change agricultural development from yield-oriented to quality-oriented, and to realize organic unity of agricultural economic benefits, social benefits, and ecological benefits．
