南方丘陵山区农机农艺融合发展战略与系统化工程建设路径

Development Strategy and Systematic Engineering Construction Pathways for the Integration of Agricultural Mechanization and Agronomy in the Hilly and Mountainous Regions of Southern China

Abstract: The integration of agricultural machinery and agronomy represents a systematic, multifaceted endeavor. In the southern hilly and mountainous regions, this process is advanced by tailoring machinery to local terrain in order to overcome natural topographical hurdles, while concurrently intensifying R&D on suitable equipment to expand the technological arsenal. Complementing these efforts are agronomic refinements that open up broader application scenarios for mechanized farming, as well as institutional innovations designed to stimulate the sector's endogenous growth drivers. Underpinned by sustained policy synergy and resource consolidation, these coordinated initiatives form a robust force that effectively accelerates the dissemination and practical adoption of integrated outcomes. However, in actual practice, notable deficiencies persist, including a prevalence of "fragmented localized breakthroughs coupled with difficulties in systemic integration," alongside significant bottlenecks in technology dissemination. Drawing on existing practices, this paper dissects the core bottlenecks that hinder this transition from "fragmented breakthroughs" to "systemic integration": the constraints that complex environments impose on large-scale production, the disconnect between traditional agronomic methods and modern machinery, and a lack of systemic coordination in top-level design. Accordingly, this study proposes a systematic advancement pathway driven by the synergistic collaboration of four core pillars: technological innovation leadership, industrial chain upgrading, application scenario demonstration, and supporting system guarantee. First, it emphasizes reinforcing the innovation-led technological system, focusing on the synergistic breakthrough in the development of adaptable agricultural machinery and crop varieties suited for mechanized operations. By restructuring standardized cultivation technology systems, establishing collaborative innovation platforms integrating industry, academia, research, and application, and perfecting the mechanism for accelerating technology transfer, it aims to consolidate the foundational supply of source technologies. Second, it aims to upgrade and refine the industrial chain by fostering agricultural machinery equipment industrial clusters and implementing full-chain standardization campaigns. The deep integration of informatization with agricultural machinery and agronomy, coupled with the simultaneous establishment of a shared agricultural machinery service platform, is designed to facilitate seamless collaborative flows between upstream and downstream sectors. Third, it advances the demonstration and promotion of application scenarios, systematically planning the "Two Belts and Three Zones" demonstration layout. By combining effect-level assessments of machinery-agronomy integration with pilot-scale validation and maturation processes, it vigorously promotes digital-intelligent applications such as "AI-driven agronomic decision-making," while the promotion of typical benchmark cases is further employed to achieve deep-scale model demonstration. Fourth, it reinforces the supporting system guarantee, coordinating the renovation of farmland suitable for both machinery and agronomy, the construction of standardized forest and orchard farms, and the comprehensive coverage of digital infrastructure. Simultaneously, it focuses on cultivating integrated professional farmers and refining the socialized service guarantee system. Ultimately, through this integrated framework, it organically synthesizes and efficiently coordinates crucial elements, including technology, industry, human capital, and policy. In practice, thereby aiming to achieve a holistic breakthrough in the integrated development of agricultural machinery and agronomy across the southern hilly and mountainous regions, transitioning from localized pilots to a widespread, comprehensive rollout. Implementing such a systematic engineering effort represents a key initiative to overcome obstacles in integrating agricultural machinery and agronomic practices in the hilly and mountainous regions of southern China, advance the process of agricultural modernization, and holds significant practical and guiding importance for promoting sustainable agricultural development in the region.
