石漠化山区特色农用地资源开发利用与整治模式

Resource utilization, and consolidation models of characteristic agricultural land in rocky desertification mountainous areas

  • 摘要: 石漠化山区特色农用地作为典型喀斯特地貌背景下一种适应性特色农业形态的空间载体,对其进行综合整治与合理开发利用是践行“大食物观”发展理念下脱贫地区富民增绿强农的重要途径和关键抓手。本文基于人地耦合视角系统阐述了石漠化山区特色农用地的科学内涵、利用韧性、发展定位、整治模式及其保障路径。结果表明:(1)合理开发利用石漠化山区特色农用地是解决区域乡村人口流失与局部耕地撂荒等新型人地矛盾,促进三产融合发展与生态格局可持续性的有效途径;(2)石漠化山区特色农用地具有特殊的立体层级利用结构与半自然生态—经济复合功能,需通过区域尺度统筹方向、流域尺度联动规划、地块尺度综合整治的协同传导机制增强其特色农业发展的系统韧性;(3)现阶段当地围绕空间复合利用、产业循环开发、特色品种培育、综合土地整治及生境适宜性改善等方面形成了一系列资源开发利用模式,夯实了特色农用地的安全底线、提升了特色农产品的供给能力;(4)面向新时期战略目标与特色农业高质量发展需求,亟需研发石漠化山区特色农用地潜力评估、开发配置与利用协同等关键综合整治技术,创新构建适配特色农用地资源开发利用的政策保障与创新路径。总的来说,回答石漠化山区特色农用地“潜力在哪、怎么开发、如何利用”等关键科学问题,既有助于推动新时期农业地理学理论基础与工程实践创新,又为促进生态脆弱区人地耦合发展提供科技支撑。

     

    Abstract: As a spatial carrier of adaptive agricultural typologies in the context of typical karst landforms, the comprehensive land consolidation and rational development of characteristic agricultural land in rocky desertification mountainous areas serve as crucial pathways and key strategies for enriching farmers, enhancing ecological greening, and strengthening agriculture in out-of-poverty regions under the "Greater Food" approach. Based on the perspective of human-earth coupling, this paper systematically elaborates on the scientific connotation, utilization resilience, development orientation, consolidation models, and safeguard pathways of characteristic agricultural land in rocky desertification mountainous areas. The results indicate that: (1) The rational development and utilization of such land is an effective approach to resolve emerging human-earth contradictions, such as rural population out-migration and localized farmland abandonment, while promoting the integrated development of primary, secondary, and tertiary industries and the sustainability of ecological patterns. (2) Characteristic agricultural land in rocky desertification areas possesses a unique three-dimensional hierarchical utilization structure and semi-natural ecological-economic composite functions. It is necessary to enhance the system resilience of characteristic agricultural development through a synergistic transmission mechanism involving regional-scale overall coordination, watershed-scale linked planning, and plot-scale comprehensive consolidation. (3) At the current stage, a series of resource development and utilization models have been formed locally—focusing on spatial composite utilization, industrial circular development, characteristic variety cultivation, comprehensive land consolidation, and habitat suitability improvement—which have consolidated the safety baseline of characteristic agricultural land and improved the supply capacity of characteristic agricultural products. (4) Oriented towards the strategic objectives of the new era and the demands for the high-quality development of characteristic agriculture, there is an urgent need to conduct research and development on key comprehensive consolidation technologies, including potential assessment, development allocation, and utilization synergy. Furthermore, innovative policy safeguards and pathways tailored to the rational development and utilization of these resources must be established. Overall, addressing the key scientific questions of "where the potential lies, how to develop it, and how to utilize it" regarding characteristic agricultural land in rocky desertification areas not only promotes the innovation of theoretical foundations and engineering practices in agricultural geography, but also provides scientific and technological support for facilitating human-earth coupled development in fragile ecological regions.
