广东省耕地撂荒时空演变、产能损失与分区调控

Spatiotemporal evolution, production capacity loss and zoning-based regulation of cultivated land abandonment in Guangdong Province

  • 摘要: 针对快速城镇化与非农化背景下经济发达地区耕地撂荒识别、产能损失评估及治理优先序判定不足的问题,本文以广东省为研究区,基于长时间序列土地利用/覆盖数据识别2000—2024年耕地撂荒,综合运用探索性空间数据分析、冷热点分析和NPP产能转换方法,揭示其时空演变、空间集聚及产能损失特征,并综合耕地保护紧迫性、产能损失和“双高地块占比”构建地块—县域双尺度治理分区。结果表明:1)研究期内广东县域耕地撂荒率呈现低位波动—快速升高—明显回落—再度增强的阶段性演变特征,2015年为3.3%达到研究期高值,2020年明显回落,2024年再次反弹;空间上由早期零散分布逐渐向粤北山区及其周边县域集聚集聚。2)广东耕地撂荒具有显著正向空间自相关,低低集聚长期占主导,高高集聚在2010—2015年明显增强,2024年再次出现局部反弹;热点区主要反复出现在粤北山区、粤西局部和雷州半岛,珠三角核心区总体保持相对低值。3)耕地撂荒产能损失与撂荒率变化总体一致,但受耕地原有生产能力差异影响,二者空间格局并不完全重合,不同于粤北表现为撂荒程度与产能损失双高叠加的情况,粤东部分县域产能损失相对突出。4)地块尺度划分为5类治理类型,县域尺度划分为4类治理区域,形成“地块精准识别—县域统筹配置”的治理体系。研究可为经济发达地区耕地撂荒精准识别、产能损失防控和差异化治理提供参考。

     

    Abstract: Cultivated land abandonment posed a growing challenge to land protection and food security in economically developed regions undergoing rapid urbanization and non-agricultural transformation. Previous studies had often paid insufficient attention to the long-term identification of abandoned cultivated land, the assessment of associated production capacity loss, and the determination of governance priorities across spatial scales. Taking Guangdong Province as the study area, this study identified cultivated land abandonment from 2000 to 2024 using a long-term land use/land cover dataset with a spatial resolution of 30 m. A temporal consistency test and a four-year moving-window procedure were applied to reduce classification errors and distinguish abandonment from cultivated land converted to construction land. County-level cultivated land abandonment rates were then calculated. Exploratory spatial data analysis, global and local spatial autocorrelation analysis, and hot and cold spot analysis were jointly employed to examine spatial dependence, clustering patterns, and temporal changes. Net primary productivity (NPP) was converted into crop production capacity by incorporating crop-specific moisture content, harvest index, and aboveground biomass allocation fraction, thereby estimating production capacity loss from cultivated land abandonment. A cultivated land protection urgency index was further introduced, and a dual-scale zoning-based regulation framework linking plot-level diagnosis with county-level governance was constructed.The results show that: 1) From 2000 to 2024, county-level cultivated land abandonment rates in Guangdong exhibited a phased trajectory of low-level fluctuation, rapid increase, marked decline, and renewed growth. The abandonment rate reached a high point during the study period in 2015, declined substantially in 2020, and rebounded in 2024. Spatially, cultivated land abandonment gradually shifted from a scattered distribution to increasing concentration in the mountainous areas of northern Guangdong, parts of western Guangdong, the hilly areas of eastern Guangdong, and the periphery of the Pearl River Delta. 2) Cultivated land abandonment in Guangdong exhibited significant positive spatial autocorrelation. Low-low clusters remained dominant over the long term, whereas high-high clusters intensified markedly during 2010–2015 and showed a localized resurgence in 2024. Hot spots repeatedly occurred in the mountainous areas of northern Guangdong, parts of western Guangdong, and the Leizhou Peninsula, while the core areas of the Pearl River Delta were predominantly identified as cold spots or statistically insignificant areas. 3) Production capacity loss generally changed in the same direction as the abandonment rate, but the two spatial patterns did not fully overlap because abandoned cultivated land differed in its original productive capacity. Northern Guangdong showed the clearest overlap between high abandonment and high production capacity loss, whereas some counties in eastern Guangdong exhibited relatively high losses despite not consistently recording the highest abandonment rates. 4) The dual-scale zoning results indicate that the governance of cultivated land abandonment in Guangdong should shift from a single area-oriented approach toward an approach emphasizing protection value, production capacity loss, and governance priority. At the plot scale, abandoned cultivated land was classified into five governance.At the county scale, the study area was divided into four governance zones, each matched with a corresponding resource allocation strategy. This study provides a scientific reference for the precise identification of cultivated land abandonment, the prevention and control of production capacity loss, and differentiated governance in economically developed regions.
