Abstract: Based on the panel data of Urumqi County from 2004 to 2008, this paper constructs the index system and system comprehensive evaluation model, calculates the coupling degree and coordinated development degree of rural tourism and rural revitalization, and deduces the coupling evolution process through the scissors difference method. The results show that the coupling process of rural revitalization and rural tourism in Urumqi County is a good coordination level stage from 2004 to 2008, and a medium coordination level stage from 2009 to 2018. The degree of coordinated development shows a slight downward trend, but the degree of coordination is still at a high level; the evolution process of the scissors gap between rural revitalization and rural tourism is an "S" curve, and the scissors gap increases continuously from 2004 to 2008, which reflects the rapid convergence of the subsystem evolution trend in the early stage of coupling. The scissors gap shows a downward trend from 2009 to 2018, but the change speed is slow,It reflects the long running in and adjustment cycle of the coupling system. In the future, we should focus on promoting the coupling development of rural tourism and rural revitalization by strengthening the overall planning of urban and rural areas, developing tourism resources, enhancing cultural value, improving education level and infrastructure construction.
