Abstract: In view of the problems existing in seed management, such as inadequate implementation of laws and regulations, insufficient funds, relatively chaotic market, comprehensive quality of management personnel to be strengthened, imperfect seed supervision system, and incomplete construction of hardware facilities of management institutions, in order to promote the long-term development of agriculture in China, it is suggested that the government should strengthen the function of seed management, strive for funds investment, improve the supervision and management system of seed market, strengthen the training of management team,build a standard model of seed management industry, and do a good job in quality inspection.
