Abstract: This paper studied the influence and function of cultural empowerment on rural tourism in Hainan under the background of rural revitalization. Through the theoretical analysis of cultural empowerment and rural revitalization policies, and the investigation of the current situation of rural tourism in Hainan, it is found that cultural empowerment plays an important role in promoting the sustainable development of rural tourism in Hainan.
