浅谈农业科研事业单位编外人员制度创新与管理瓶颈

Discussions on the System Innovation and Management Bottleneck of Extra-organizational Personnel in Agricultural Scientific Research Institutions

  • 摘要: 文章以北京农业信息技术研究中心为例(以下简称"中心"),论述了自2015年以来中心编外人员管理取得的经验,从薪酬福利、职称评聘、在职深造等方面不断进行制度改革与创新,通过不懈的努力,中心编外人员管理取得了阶段性进展,与此同时,也指出了现阶段管理瓶颈。

     

    Abstract: Taking Beijing Agricultural Information Technology Research Center as an example(hereinafter referred to as the "center"), this paper discusses the experience gained in the management of non staff personnel of the center since 2015, and continuously carries out system reform and innovation in terms of salary and welfare, professional title evaluation and employment, on-the-job further education, through unremitting efforts, the management of non staff personnel of the center has made phased progress, and points out the management bottleneck at the present stage.
