Abstract: Since the "13th Five-Year Plan", Shaanxi Province has been committed to the smooth progress of cultivated land protection. It has fully adhered to the principle of giving priority to cultivated land protection and paying equal attention to the quantity and quality of cultivated land, and has effectively established the protection of cultivated land quantity, quality and ecology. This paper starts research under this background, firstly analyzes the reasons for the decline in the quality of cultivated land in the Yellow River beach area of Dali, and then proposes effective measures for cultivated land protection and management from scientific farming, spatial planning and institutional guarantees.
