Since the implementation of the revitalization action in the seed industry, China’s seed industry has achieved good results. However, there is still a long way to go in achieving the goal of self-reliance and self-strengthening in seed industry technology, as well as ensuring independent and controllable seed sources. After over a century of development, nations at the forefront of the seed industry have established effective frameworks for governing and managing this sector. These models provide valuable guidance for China as it accelerates the revitalization of its own seed industry. This article examined the key practices employed by Germany and Switzerland in areas including germplasm resource protection and utilization, breeding technology innovation, enterprise development, and market regulation while this paper analyzed the characteristics of China’s strong seed industry. Through a comparative analysis of these case studies, it provided valuable insights that China could leverage to improve its seed industry. The study further provided recommendations focusing on bolstering seed industry enterprises, refining the research system mechanism, and optimizing seed industry management. Its findings were valuable to relevant government officials and organizations involved in policymaking and strategic planning within the seed industry domain.
