Optimal Decision-Making of Low-Carbon Distribution of Cold Chain Logistics Enterprises Based on Two-Layer Model of the Government and Enterprise

  • In order to study the effect of decision-making of carbon emission reduction subsidy and carbon emission trading on the low-carbon development of government and cold chain distribution enterprises, two-layer model of government-enterprise cost optimization was established. The government cost model and the enterprise cost model aiming at the lowest total cost were established by combining the two policies of carbon emission reduction subsidy and carbon emission right tradings. The genetic algorithm was used to retain the best choice for iterative calculation, and the cost of up and down layer model was obtained by considing the new energy subsidy and carbon quota. Through the simulation analysis, the paper compared the government’s implementation of both carbon emission reduction subsidy and carbon emission trading policies, and the implementation of carbon emission reduction subsidy or carbon emission trading policies respectively. It is concluded that the government cost and the enterprise cost are the smallest when the government implements the two policies of carbon emission reduction subsidy and carbon emission trading simultaneously. This study provides policy suggestions and enterprise suggestions for low-carbon distribution of cold chain logistics enterprises, which has strong operability and practical significance.
