Abstract: The government departments and institutions are the industry with the largest water consumption and the highest proportion of water in Beijing’s public service industry. In view of the characteristics of difficult control of water consumption and strong uncertainty of influencing factors, it is necessary to formulate provincial water quota covering major water use industries and gradually control water efficiency within the quota range. Based on the sample statistical data and water efficiency comparison, the appropriate water quota indicators of departments and institutions are scientifically screened. On this basis, the sample scores of 483 departments and institutions in Beijing are calculated, and the values of general and advanced grading quota standards are calculated so as to provide a reference for the revision of local water quota standards and the improvement of water-saving policies in Beijing.
