Abstract: Under the background of ensuring food security, grasping the initiative of food security and realizing the sustainable development of agriculture, how to reduce the competition for land between corn and soybean, improve the supply capacity of soybean and realize the sustainable development of agriculture becomes the key. According to the structure of “goal-policy support” of soybean and corn strip compound planting technology, this paper combed and analyzed the policy support of national level and local level represented by Inner Mongolia as the driving force of grain production, and summarized the experience and practice of Inner Mongolia in promoting soybean and corn strip compound planting in successive years. The results showed that in the process of promoting soybean and corn strip compound planting, the local government should gradually promote, take measures according to local conditions, guide farmers from various directions, eliminate farmers’ concerns, and strengthen the supervision of the whole process.
