Abstract:
In order to summarize the results of post-certificate supervision of agricultural machinery, further innovate and improve the supervision system, and further press ahead with reform of government functions in agricultural mechanization, the development process of post-certificate supervision of agricultural machinery is reviewed and defined as four stages: initial exploration stage, normal standard stage, innovative development stage and improvement stage. This paper introduces the overall implementation, including the supervision content, work procedures, the number of random inspection certificates, the completion rate, and the geographical distribution and type distribution analysis of random inspection products. Based on the analysis of the result data, it is found that the proportion of rectification shows a declining trend, the proportion of non-conformity shows an increasing trend, and the authority of post-certification supervision is becoming more obvious, and the reasons for the trend change of post-certification supervision results are analyzed in combination with the background of policy document formulation and revision. Through in-depth analysis of the reasons for non-conformity and rectification, it is found that the certified enterprises have insufficient understanding of policies, insufficient management in product consistency, insufficient dynamic management in certificates and marks, and increasing abnormal phenomena in production and operation. In view of the overall implementation of post-certification supervision and the current situation of enterprises reflected, this paper puts forward some policy suggestions, including increasing the number and product types of random inspection certificates, strengthening policy publicity and personnel training, establishing a credit risk classification supervision system, and further taping potentials to strengthen the role of post-certification supervision.
