Difference analysis and effectiveness lifting on multidimensional financial poverty alleviation of rural China

In 2021, overall victory had been achieved in poverty alleviation of China; the gigantic task of eliminating extreme poverty had been accomplished. Nonetheless, the efficiency of financial poverty alleviation has significant difference among different regions and also has room for improvement. Therefore, it is of great significance to measure the multidimensional poverty alleviation efficiency of rural finance in various regions of our country, analyze the factors affecting the efficiency of financial poverty alleviation,and to consolidate achievement on the antipoverty battle. Taking financial poverty alleviation in rural areas of 29 provinces（autonomous regions, municipalities directly under the central government） of China as the research object, this paper constructs a multidimensional poverty alleviation index system for rural finance in China. The DEA-malqusit model is used to calculate and analyze the total factor productivity, technological progress, and pure technical efficiency and scale efficiency of rural financial poverty alleviation in each region. The results show that from 2016 to 2021, the average total factor productivity of rural finance for poverty alleviation in northeast and eastern China has been on the rise, while that in western and central parts has been on the decline. The total factor productivity of rural finance among northeast, eastern and western, and central parts has obvious difference. Overall, the increment of total factor productivity of rural financial poverty alleviation in all regions of China is not obvious, the main reason is that the scale efficiency change of rural financial poverty alleviation in all regions is low, and meanwhile the pure technical efficiency and technological progress in some provinces（autonomous regions and municipalities） is on the decline. The total factor productivity of financial poverty alleviation should be improved by expanding fund input scale and accuracy, enhancing support of science and technology for rural financial poverty alleviation, enlarging innovation on rural financial products and services, and setting up a rural financial poverty alleviation risk-prevention mechanism.
