Abstract:
The national park zoning control system is the key institution for implementing the strategic deployment of "comprehensively promoting the construction of a natural protected area system with national parks as the main body" proposed by the Third Plenary Session of the 20th Central Committee of the Communist Party of China. It is also a crucial measure to implement Xi Jinping's Thought on Ecological Civilization into practice. Centered on regionalized, differentiated, and precise control, the national park zoning control system applied targeted management measures based on the specific characteristics of different regions to balance the multiple ecological functions borne by national parks. With the promulgation and implementation of the National Park Law, the construction of China's national park system has entered a new stage of legalization, which has fundamentally resolved the long-standing dilemma wherein the zoning control system lacked a higher-level legal basis, ushering it into a new phase of standardization. However, the implementation of the law is a gradual process; transitioning from "having laws to rely on" to "good laws and good governance" still requires an ongoing process of refinement and execution. Constructing a comprehensive, scientific, and standardized zoning control system is an inherent requirement for the institutional development of national parks. Based on the theory of differentiated management, we should actively explore optimization pathways for the national park zoning control system across several dimensions: improving national park zoning standards, establishing a dynamic adjustment mechanism for national park zoning, and perfecting the differentiated legal liabilities associated with zoning control.
