国家公园生态旅游经营性服务准入评估指标体系构建与验证

Construction and validation of an admission assessment indicator system for commercial ecotourism services in national parks

    目的 《中华人民共和国国家公园法》颁布以来,国家公园“经营性服务”(企业、事业单位以营利为目的,借助一定的场所、设备和工具提供的服务)概念的提出与落实备受关注。生态旅游作为国家公园公共服务功能的重要组成部分,其经营性服务如何准入、如何评估管理,已成为规范相关服务活动、协调生态保护与利用关系、实现国家公园全民公益性和可持续发展目标的关键环节。为此,本研究旨在构建一套科学且可操作的国家公园生态旅游经营性服务准入评估指标体系,以期为相关服务的准入决策、运营监测、评估管理提供依据。
    方法 梳理国内国家公园经营性服务管理的政策现状与实践探索,识别当前存在的主要问题与管理需求;基于利益相关者理论,借鉴国际可持续旅游目的地标准及美国、澳大利亚、法国等国家的先进管理经验,采用专家打分法,构建了涵盖制度、生态环境、文化、经济与社会5个准则层的评估指标体系框架。
    结果 构建了一套包含5个准则层、13个要素层及40个具体指标的国家公园生态旅游经营性服务准入评估指标体系。该体系不仅关注服务的环境影响,还综合考量其制度合规性、运营规范性、服务品质及社区共享效益,体现了全过程、多维度评估的管理思路。
    结论 所构建的指标体系兼具系统性与针对性,既响应国家公园管理的顶层设计要求,又融入了国际先进的资源管理理念,能够为国家公园管理机构开展经营性服务的准入、评估、优化提供实用的管理技术工具,为相关法规、政策、规划的落实提供实践支撑,对于推动我国国家公园治理体系现代化具有重要意义。

     

    Abstract:
    Objectives Since the promulgation of the National Park Law of the People's Republic of China, the introduction and implementation of the concept of “commercial services” (i.e., services provided by enterprises and institutions for profit-making purposes, utilizing specific venues, equipment, and tools) have drawn significant attention. As a vital component of public service functions of national parks, how to admit, evaluate and manage commercial services has become pivotal for regulating related service activities, coordinating the relationship between ecological conservation and utilization, and achieving the goals of universal public welfare and sustainable development in national parks. Therefore, this study aims to systematically construct a scientific and operational admission assessment indicator system for the entry of commercial ecotourism services in national parks, providing a basis for the admission decision-making, operational monitoring, and evaluation management.
    Methods The study systematically reviewed the current policy landscape and practical explorations of concession management in China's national parks, identifying the main existing challenges and management needs. Based on the stakeholder theory, drawing on international standards for sustainable tourism destinations as well as advanced management experiences from countries such as the United States, Australia, and France, and adopting the expert scoring method, an evaluation indicator system framework was constructed covering criterion layers—institution, ecological environment, cultural, economy, and society.
    Results An admission assessment indicator system for commercial ecotourism services in national parks was developed, comprising 5 criterion layers, 13 element layers, and 40 specific indicators. This system not only addressed environmental impacts of the services but also comprehensively considered their institutional compliance, operational standardization, service quality, and community sharing benefits, reflecting a whole-process and multi-dimensional management approach.
    Conclusions The developed indicator system combines systematicity with specificity. It responds to the top-level design requirements for national park management while integrating internationally advanced resource management concepts. This system provides practical management and technical tools for national park authorities to conduct the admission, evaluation, and optimization of commercial services. It offers practical support for implementing relevant laws, policies, and plans, holding significant importance for advancing the modernization of China's national park governance system.
