Objective The establishment and implementation of a zoning control system for national parks constitute a universal consensus and prevailing practice in the development of national parks worldwide. This study focuses on France, a country that maintains in-depth cooperation and exchanges with China's national parks and boasts a well-established national park zoning control system.

Method Employing the literature research method, this study collected information concerning the evolution and framework of France's national park zoning control system. The normative analysis method was employed to sort out relevant provisions and summarized the valuable experience of the France system.

Result Based on the examination of the zoning control system in French national parks, and combined with the reality of the reform of China's national park system reform and relevant institutional provisions of China's National Park Law, this study evaluates issues pertaining to the division of functional zones, zoning control methods, and mechanisms for investigating illegal acts and pursuing liabilities.

Conclusion Drawing on French experience, China could designate secondary sub-zones and peripheral management zones based on the existing framework of "core protection zone + general control zone". Furthermore, the dynamism of zoning control measures should be enhanced by establishing an exception list for original inhabitants and community activities, refining seasonal zoning control rules, and adjusting the types and scopes of functional zones in a timely manner. Finally, the mechanism for investigating and punishing illegal acts within national parks should be improved by perfecting comprehensive law enforcement mechanisms and ensuring a seamless connection between zoning control and legal liability accountability mechanisms.
